I was playing doubles, set and ready to recieve a serve and then the net player on the other team start to wave his raquet out to the alley to what I feel was to distract me. I did not say anything then however it happened again latter in the set. so on the change over I said I felt that was unfair play. they disageed and we played on. Is that fair play?

If they were waiving their racquet with the intention of distracting you, that is illegal. If they were simply checking to see that they could cover a ball you might hit into the alley - well before the serve - that is legal.

I believe the rulebook says, in regard to movements and sounds, that it is unfair play if the movement/sound is not natural in playing tennis. I played a guy who liked to squeak his shoes a lot when he did his split step, especially at the net and it bugged me a lot, but I couldn't do anything about it.
